The Electoral Commission for Sierra Leone (ECSL) is an independent body set up by an Act of Parliament to serve as the electoral authority with the constitutional mandate, under Section 33 of the Constitution of Sierra Leone, 1991, (Act No. 6 of 1991); Section 7(1) of the Public Elections Act (PEA), 2012 ( Act No. 4 of 2012 ) and Section 28 of the Paramount Chieftaincy Act 2009

Mission Statement
The Mission of the Electoral Commission for Sierra Leone (ECSL) is to conduct all public elections and referenda, register all eligible voters, demarcate constituency boundaries and make regulations for the efficient execution of its functions in promoting sustainable Democracy and Good Governance.
Vision Statement
The vision of the Electoral Commission for Sierra Leone (ECSL) is that of an independent, credible, and well-resourced institution that promotes democracy and good governance by continually administering credible elections that meet international standards and best practices.

Guiding Principles
The Commission shall endeavor to uphold the following overarching principles:
ACCOUNTABILITY
The Commission will take full responsibility for its activities and will
always be answerable to the people of Sierra Leone and to its partners
CREDIBILITY
The Commission will endeavor to win the confidence and trust of all
Sierra Leoneans and the international community through the quality of
its services
INDEPENDENCE
In all the electoral matters, the Commission will ensure that it operates
freely in its own best judgment, without taking directives from or being
controlled by any person or authority
INTEGRITY
The Commission will carry out its activities in an honest and truthful
manner, and will take all reasonable measures to prevent willful
wrongdoing by its officials
IMPARTIALITY
The Commission will always be non partisan and fair in all its activities
PROFESSIONALISM AND DEDICATION
The Commission will endeavor to have a well trained, professionally
competent staff, dedicated to the delivery of trustworthy elections
TRANSPARENCY
The Commission will be open at all times in dealing with all stakeholders
in the electoral process.

The Electoral Commission (EC) is the sole authority with the constitutional mandate to prepare and conduct all public elections and referenda in Sierra Leone

Electoral Commission for Sierra Leone
As we commence the journey into the next electoral cycle, EC remains very focused on delivering the objectives of building and strengthening its capacity to mitigate most of the challenges encountered in the previous electoral cycle in order to increase the performance ratings of 2020 – 2024 Strategic Plan. Therefore, another milestone in 2020 is the development of the Strategic Plan for 2020-2024 Electoral Cycle with the Theme: Strengthening Electoral Processes for Maximum Performance. Looking ahead, a great deal of work has already gone into the planning of the next electoral cycle, which the board of Commissioners looks forward to a stronger partnership with other EMBs for its implementation.
‘’The Chief Electoral Commissioner shall submit a report on the programme and work of the Electoral Commission at least once a year to the President and a copy of such report shall be laid before Parliament’’

Members of the Commission
The structure of ECSL as outlined in Section 32 of the 1991 Constitution shall
comprise: Members of the Commission consisting of five members, headed by the
Chief Electoral Commissioner who shall be Chairperson and four (4) Electoral
Commissioners.
